I am using a computer that is primarily used for photo retouching & editing purpose. Can I develop any kind of game on this computer with a low configuration?

It depends on how complex you want to make it. If you want to make a 2D game or a game with simple 3D then you should be fine. The higher graphical fidelity the higher spec you will need. There's also something like gamemaker for low spec but even for a low spec game the more RAM you have the better.

Thanks, @Retr0gamer! For your valuable comment. I thought a low configuration computer (bought for basic photo editing) is not suitable for this heavy task. 😀
