Small square manhole / access junction - seems to be leaking water?

I don't know the correct name, but the picture should clarify.

I've noticed some water trickling from the 'manhole' over the last week. Not much, and not constant, but it's there.

Seems strange that it would be coming up so high to leak. Does this indicate a blockage? Maybe something to do with cold weather?

Any idea what this might be?

At a guess I'd say blocked to some degree, may be be easy to open and then free blockage yourself, if not call in professionals. Best not leave it or it will get worse.

Thanks. Have contacted the managing agent for the estate (it's not taken in charge yet) and if I don't get a quick answer I'll just get someone to take a look and unblock if needed.

Yeah it was grease from the kitchen drain causing a blockage between the junction and the next stop on it's way to the main system. Dyno-Rod sorted it in 45 mins. Thank fark.
