Most people, most of the time, are decent, but a fraction of a percent of people are monsters, at least some of the time under certain conditions, 7 billion people in the world, 1 out of a thousand being absolutely awful people, leads to 7 million maniacs alive at any time. Plenty enough to break the internet.

If you live in a medium/small town with 30k people, that's 30 anti social maniacs in your town alive at any one time. If each of those people does just one maniacal thing in their lifetime. you would expect to see some awful crime, inexplicably awful behaviour in your town every 3 or so years
