Slight leak from radiators

We have 3 vertical rads that have always leaked slightly every since they were installed by <MOD SNIP> from Chester. It's only a few drops a day, but I'd like to get it fixed. A plumber that was in a few years ago, tried tightening them, but no joy and he said they'd have to be rebuilt. How big a job (€?) is rebuilding them, would rebuilding them be guaranteed to fix the problem or will a plumber want to install new rads? They're 10 years old but weren't cheap, so I'd prefer to keep them if possible.

He probably means that the tails need to be removed and redone. What did he say when you asked him what was exactly wrong.

I don't remember him going into any more detail than saying 'rebuilt' and that the system would need to be drained. I've added a photo to show the brown ring where it's leaking (between the 2 white parts)

Unless the valves are not closing properly, system shouldn't need draining. But he was there looking at it, so he might have spotted something not apparent from the image.
