Sockets can be under cabinets, for the likes of Washing Machine, Dishwasher, Fridge etc. However they must be fed from a Double Pole Switch above the cabinet.
Not sure about directly below sink, Dishwasher are normally very near the sink for waste pipe connection.

I'd think you'd need a DP Switch on wall , with the lead going down wall and across under floor in a conduit and up to a socket outlet in island.
