I need a new washing machine. How do I disconnect the old one safely? Will I need to switch off the cold water supply to the sink first?

Most likely that blue valve is all you need to turn off. If 2 feed pipes going to machine, there will most likely be a red valve to be turned off on the other.

Be careful that you know how to turn off water to sink incase anything goes wrong. Be sure to properly level new one.

The blue valve in the photo appears to be damaged. Part of it seems to be broken off. I can't get it to move in order to switch off the cold water.

Then turn off the incoming mains and change that valve when installing new machine. Check main valve is closing by checking that you have no water from cold sink tap.
