Typically the "best seal" is the cleaning. Clean all leaves and dust out and it can seal again the water. If that does not help, look that place where it exactly leaking. To spot the leaking point easier, use big cardboard and put it to trunk. The leaking area goes wet and it may help you pinpoint the trouble area

it is coming in on the passengers' backside. Water is coming in under this seal, along the panel, and down to the spare wheel

No any cracks on seal or rust under the seal? The cracks comes better visible if you stress the seal bit (bend). The lock adjustment is ok? It is possible to adjust bit tighter

Had the same issue with the missus car, put some of this stuff on around the weather seal edge after a good clean, a year later and no issues whatsoever.

You need to be 100% certain of exact entry point. Get a garden hose and a helper. Close boot and check from inside. Talcom powder or other methods can help. Sometimes it gets in through lights, sometimes drain holes for water are blocked by dirt so rain has nowhere to go. Sometimes you can readjust existing rubber. It's essential you 100% know where and you can try something there and then to see is issue fixed with a quick fix. Then you can put in a better fix.
