Improving a mucky driveway

The driveway down to our turf shed is just something like 804 - clay and stones - and after a few years of neglect parts of it are more clay than stone which I want to improve. I was thinking of just tackling the worst sections with a pick and shovel to scrap away the clay and then spreading a fresh layer of crushed stone on top of that. Do I have the right idea or is there anything else to consider?
