500ml to be added to 5L of paint.

It's way too thin to be an insulator. And I'd imagine that the base paint would form cold bridges to bypass it's properties. So could only be a reflector and the pigments in the paint would determine it's reflective properties. And there's no hard numbers. Albedo or emission spectrums are easy to measure.

There are new whiter than white paints and darker than dark paints which have interesting thermal properties to reflect or adsorb heat. Not sure where this fits in.

A different product formulated and used in a different way in a very different thermal and airflow environment being promoted by an organisation that desperately clutches at straws to justify the billions it gets from US Congress : https://www.nasa.gov/topics/nasalife/green_paint.html see page 74 in pdf

Marshall Convergent Coating-1 (MCC-1) consisted of 8-percent hollow spherical glass, 9-percent cork, and 83-percent epoxy, materials that were mixed at the time of application,

https://www.insuladd.com/product/energy-coat/ it blocks up to 40% of radiant heat from the sun but capturing this heat is why northern European houses have darker roofs than Mediterranean countries.

Long story short not providing useful numbers is a sign of snakeoil.

If a layer less than one hundredth of a millimeter thick had any insulating qualities it would be the most valuable substance on the planet.

Reminds me of that old chestnut - soundproofing paint! Still get asked for it....
