Can you add underlay and carpet on top of existing laminate flooring?

    Absolutely

    two small issues

    1. door clearance
    2. carpet gripper might not get good fix into laminate, so probably have to use cartridge adhesive to fix them.

These are definitely issues that have to be taken into account and are manageable. The thing to be mindful of is that when fitting carpet, a kicker stretches the carpet onto the gripper putting tension across the carpet to keep it smooth and in position. Even if a fitter is careful and is gentle with the kicker there can be a chance that sooner or later the boards at the sides of the room get pulled up either by that stretch thats been put on the carpet or if furniture is moved on the carpet at a later stage.

Personally I always would lift the laminate, its safer in the long run

if the laminate is under the skirting this would not happen. If there was scotia around the perimeter potentially.

while I agree it’s always better to remove the old flooring in every situation, the op was asking if it could be done.

I thought the underlay would normally be stapled down in places. If so this would seem problematic stapling into laminate.
