Brake problem om VW TDI

When you push brake pedal down it stays down on a 2008 Passat 2 litre tdi and you have to put foot under it to get it up again, its been sitting up a while. push button handbrake not working either

Have a look at the level of brake fluid first to see where that's at. Also I assume you are doing this with the engine running?
