Health Insurance Public Hospital

I'm about the sign up for a health insurance policy and see that on the policy I am entitled to a private or semi-private room in a public hospital.

I remember people telling me something along the lines of when going to a public hospital only hand over the insurance details if they actually give you a (semi)private room, otherwise just pay the €100 flat fee if they put you into an open ward. Basically use it as a bargaining chip to get a better room.

Does anyone have any experience of this and could better explain it to me?
