Kitchen Extractor and MEV

    Just bought a 'new build' house with mechanical extract ventilation and have a question about kitchen extraction. This is a peculiar case because the house was built in 2009 and internally finished this year. The house has MEV extraction in all wet rooms including the kitchen. It also has a hole in the external wall for ducting for kitchen extraction. The kitchen fitters have fitted an above hob extraction fan which just pumps the air to the ceiling but there is an external outlet adjacent to the extraction fan. I sent an email to the kitchen fitters today's asking why they didn't connect the extraction unit to the hole in the wall and they responded saying saying that the houses have MEV and therefore don't require external extraction. Is this BS ? Or has there been some mix up due to the house being design initially without MEV? I've attached an image to show what I'm talking about.
