    would 150mm of rockwool be sufficient to achieve a u value of 1.6 in a sloping lean to roof if not what would

    Rockwool is just a brand name. Lets say 150mm of mineral wool insulation with a thermal conductivity of 0.044w/mk between rafters at 400 c/c would give a u-value of 0.32w/m2k. To achieve a u-value of 0.16w/m2k you would need to add an 82.5mm insulated slab.
