So a phone (Huawei P30 Lite) spent a few minutes in a washing machine, and now, when it's turned on, it's constantly vibrates. I assume this is some form of water damage.

Might wait a few days to see if it drys out and improves. It there any point in trying to fix it, or should I just replace it.

If replacing, what would people recommand.

My daughter dropped her iPhone 11 into the River Shannon at a depth of about 2-3 metres for 5 days before she found it. We Googled what to do which stated not to turn it on or plug it in, take out the sim and gently shake out as much of the water as possible, wrap with several layers of kitchen towel and leave to dry at room temperature for five days. It also was stated to not put it in rice as this could do more damage to the phone.

Anyway, by following this advice, my daughter's phone has worked fine since this all happened back in the beginning of July.

Definitely definitely don't turn it on before it dries. Even if it's still works it's certainly damaged and will have suffered corrosion so never leave it charging unattended or overnight
