Are Vodafone PAYG phones locked to Vodafone network

I'm specifically looking at this one. I will be using a spare SIM card to port over (to get discount) and hopefully pop in my proper SIM card from Lyca.....but are these phones generally unlocked when you buy from Vodafone

normally they are locked
