Problem with Horstmann Channel Plus H37XL

Hi, We have recently moved into a rented property and the heating system is run by a Horstmann Channel Plus H37XL system. When we turn on the water alone some of the radiators come on- is this a common problem? Is there a quick fix? We don’t need the heating right now but do need the water hot.
