Blocked Condensate Pipe?

I have Worcester Bosch Greenstar 15i which is giving error code 227 (Ingnition Fault). Happened first maybe a month ago.

I had a look and found the condensate siphon to be completely full of water and not draining, but no gunge or anything. Drained it via the removable trap and the boiler fired up immediately.

Happened a second time last week and so this time left it and called the management company, who sent someone out. I intentionally left the siphon full so they could see the symptoms.

I was at work when the guy called. He completely ignored my partner's explanation of what fixed the problem previously, and said that he needed to order a new part to correct the ignition problem and left.

One he was gone, she emptied the siphon again and the boiler worked fine.

I got home yesterday and took a look. It seems as though the condensate drain pipe is blocked. I took off the black rubber 90° fitting in the picture, and can't force any air through the white drain pipe.

But to me that seems unlikely, as the run is very short, maybe 1.5m, and it drains directly into the kitchen sink drain pipe.

Is there some intentional flow restrictor in a drain pipe which could cause it to block more easily? Would a blocked drain pipe be a common occurrence? What could actually cause it to be blocked?
