Planning permission & Potential Greenway

    We recently put in for pre-planning and the council came back recommedning we don't proceed as there used to be an old railway along the boundry of the site, that is identified in the old & new county development plan as hopefully being developed as a greenway. Our driveway would cross this portion of the boundry out onto a private lane.

    We went back to the council indicating that we wouldn't develop anything on the former railway, except for the driveway. There's no other way to access the site except across the potential driveway. They came back again saying it would be unacceptable given the high level objectives in the plan. They also suggested we look at somwehere else on the land, even if it would be backland development. Seems strange they would encourage us to look at this. Eitherway, that isn't a runner.

    Has anyone come across planning been given with an entrance/ driveway over a proposed greenway? I'm hoping there's some precedent we could use.

    Or is there no real chance here, and we're better off forgetting about it?

    Any help would be great!

    The Waterford Dungarvan greenway has at least one crossing that I know of: https://www.google.ie/maps/@52.1044155,-7.5460778,315m/data=!3m1!1e3

    However, that was to an existing residence, long before the greenway was ever thought of. There's a second one close by that spot as well.

    Most of the really old crossings (there before the train line) had tunnels/bridges for access that were there originally. The few places where there are level crossings were generally access routes put in after the trains stopped, but long before the greenways were even considered.

    I presume the cost of putting in a bridge/tunnel for your drive would be prohibitive?
