What counts as ‘Means’ for non-contributory pension means test?

    My relative has applied for a non-contributory pension and has just completed the means test form. He owns (no mortgage) his own house in Dublin but has no savings and a very small pension from his dead spouse (<200/month). His daughter has recently moved back home to help him out and pay his bills until the pension is sorted. As part of the form, she has had to supply both her employment details and PPS number. Why is this relevant? This is a temporary arrangement until he is financially viable. She is clearly not co-habiting (yuk) nor a civil partner - so how is her income relevant to his application? Has anyone come across this scenario before? Thanks in advance.
