Extractor fan backdraft shutters not opening

Hi I’ve had a xpellair simply silent extractor fan installed in my bathroom. I noticed that the backdraft shutters on the fan outlet (where the flexi duct pipe attaches to) is not opening. I’ve removed the flexi duct and then they do open when fan is running but when the flexi duct is put back on the do not open. The duct is not physical obstructing the shutters. Even with the duct removed and when the fan is on if I put my hand over the fan outlet they will shut.

will I just remove them? What is happening?

    thanks
