Have a look on partfinder.ie to see who is breaking one, then give them a ring.

May be best to ring the breakers starting with those nearest to you first I think. I really get the feel based on experience breakers do not update their inventory on partfinder.ie for months on end if ever and maybe especially so the ones who are most busy and may be most likely to have it.
As far as I'm aware the towbar on my T27 Avensis is in common with the E140 Corolla so may be worth checking if the towbar for the RAV4 is in common with any other model if looking secondhand. On a side note main motors forum would probably be a better place to place the thread.
