what program would you use to make the attached. How would you get the fold in the paper.

Have a look at Inkscape, a free and open-source vector graphics editor. Plenty of manuals and tutorials online, see the "Learn" section of the website.
What you have there is a slightly rotated front page, partially covering other pages, which are also rotated, but at a different angle.
