Who looks after the piers on the lakes in Ireland?

I live near a lovely trio of lakes, where we swim, canoe, and fish. One lake is accessible by road, and used to have three piers on it. The three piers fell into disrepair over the last few years, and about 8 or 9 years ago, One was replaced, while the other two were let collapse.

There is now a swimming club uses the pier, and it is a popular spot for fishing and swimming.

The problem is that with only one pier, if the is even only one solitary fisherman, he only has one pier to use, and consequently blocks off the whole lake, on his own for anyone else. It's a ludicrous situation.

Who's attention fro I need to bring this to? who looks after the piers on lakes in Ireland? is it waterways Ireland? Local county council?

In Ireland pretty much every square meter of land and inland water is owned by someone, so I'd imagine whoever "owns" the lake or lake shore would be the one responsible for the upkeep of any infrastructure.

I'd imagine the Inland Fisheries Ireland.
