Learners permit lapsed, had to retake theory test, is there a need for the 12 lessons?

So my partner had a learners permit before it was necessary to do the 12 lessons before the test. Unfortunately she let this lapse and needed to retake her theory test. Does she have to do the 12 lessons now? And if so do you have to have done the 12 lessons before applying for a driving test? Since I know the waiting list…

Does she have to do the 12 lessons now? And if so do you have to have done the 12 lessons before applying for a driving test? Since I know the waiting list for tests is crazy right now.
