My house is pissing!

There's a little black pipe sticking out the side of my house and it releases water for about 18 hours out of the day.

My pal claimed it's the stopcock on the water tank up in the attic, but I think it's something else.

One of the upstairs toilets is busted. I think the valve is too tight because you know the way water is supposed to constantly run in the cistern - like, all the time? That doesn't happen so I'm thinking the two issues are connected?

    Your mate is correct.

Pretty sure your friend is correct, there is an overflow pipe attached to the water tank in the attic so if floating ball valve fails water will not overflow out of the water tank and into your attic.

go up to the attic and check the the valve is working.

Bathroom issue sounds unrelated (however may be a similar issue with the floating valve not working)

No. It should fill in about a minute and then stop.

On other issue, as above, first check should be ballcock.
