If I was to get a two bedroom apartment, would landlords allow a licensee, which will allow me to get someone in? Would there be issues regarding something like this?

Some will, some won't. Some prefer to have control over who lives in their apartment. The lease will state whether or not subletting is permitted.

Thanks. If I was to find a place that allows it, I would like to be fair. But at the same time, I know I would be liable as the head tenant. So what is easier regarding bills? Split bills equally or include bills as part of rent?

My time house sharing has thought me that people don't pay on time. So I'm thinking of including all bills, so there's only one payment.

The risk of including all bills is the lodger taking the proverbial, leaving lights on, getting a plug in heater and running it full time etc. You also would need to work out what average bills are over the year as obviously they're higher in winter.

I have another question. If I was to go down the route of renting out a room in a house, would a written agreement between myself and the licensee be a sensible idea?

I came across a template online. I attached a copy of what I found. Would something like this work?

Don't do it. Don't contract away your rights. Discuss rules with the licensee then send an email "as per our conversation, rent x to be paid on day y; bills to be shared equally; overnight guests..." Etc

Committing to a time period is crazy, you really won't know what someone is like until you live with them

Just be aware that when you enter Part 4 tenancy the licencee can request to be added to the lease and the landlord can't reasonably refuse. So once you are renting for >6 months there's a risk your licencee can become a co tenant.

Is there anything wrong with that? If they want to become a tenant, they would be liable for rent as well.

Nothing wrong with. I was just pointing out that a tenant can't have a licencee once they are in Part 4 lease, so the people advising the OP not do up a contract as licencees have zero rights while correct it only applies to living with an owner. The OP has to consider anyone moving in a joint tenant not a licencee.
