    Hi folks, can anyone tell me what is the issue with this rose? There's lots of buds but they struggle to open fully

    Botrytis fungus. It likes cold wet conditions and is really just cosmetic. The plant itself should be fine. You can deadhead the flowers prematurely to stop the spread but it's a wide ranging fungus that spraying won't get rid of.
