photoshop preset

I want to make a photoshop preset that I can drag any photo into and it will reduce it to 6X4 and won't crop off a watermark. I tried new and got a blank canvas but when i dragged in a bigger photo it had white space above and below, possibly to keep the aspect ratio? The images will be for a website so it would be save as…

The images will be for a website so it would be save as web and 96dpi? Should i go by 6x4 or pixels when making image for website?
