Looking for Windows software to add text and white border to old photos

    I am using Windows 10 and editing the scans of old photographs.

    I want to add a white border at the bottom of the image and add text into that part of the new white border below the photograph.

    I know that there is a software package that can simply do exactly this - I have seen the results.

    But I have failed to locate the name of the package.

    Anyone help with the name please?
