Unable to move from Tesco mobile to Vodafone

Tried to avail of a Vodafone online phone offer to switch and save etc, but never got confirmation code to my tesco number, so went to shop to see if the same deal was in store too It was, but they said they're no longer taking tesco mobile numbers because of some new law. I can't find any. Anyone know? Thanks
