Utility Floor Advice

I'm having lino laid on the Utility Room Floor Tuesday week and am currently ripping up the existing flooring. It is a layer of laminate planks over cheap lino tiles and the whole lot through to the concrete underneath the washing machine is damp.

Once it's dried out I'm wondering if I should paint some sealant over the concrete before the Lino Layer arrives, to guard against future leaks?
