Putting up a dog run here to hold sheep dogs in, there will be 4 in total, what size would be best suited, I was thinking something along the lines of 16ft x 24ft, would this be way too big?? They will be only in the run during the night and a portion of the daytime but not full time. Would concrete be the best base or would this be painful on paws?

Concrete is probably fine as long as they're not going to be on it 24/7. I've cone across dogs in the past with bad ole foot problems that the vet put down to being on concrete, but these dogs were never off it.
I'd also suggest, if you can, to install a sectioned-off area within the run that you can separate dogs from one another if need be.
