What is a size 17 socket key?

    I am trying to put together a granite parasol base.

    A bolt with carious washers pushes up through a hole in the base.

    The shaft/end of the bolt then comes through.

    A metal tube sits over the bolt.

    The parasol is put into the tube.

    The instructions say a size 17 socket key is required, to tighten the head of the bolt.

    If we turn the tube to tighten, then the bolt also turns, so I know that is not really tightening it.

    The problem is that the head of the bolt is in a recess of the base, difficult to get at.

    I welcome any advice.
