Pvc window needs to be tightened

    Hi everyone, there is a relatively small issue with my window, it is a small side window on a standard three-window bay house that I'm renting. The top of the window is sort of leaning back a few millimeters, meaning it is not sealing at the very top and top sides of the window. I've tightened the sides with an Allen key near the handle, so that the window is very secure near the handle and the bottom is totally sealed, it's only the very top near the hinges that have come somewhat loose, probably the top 20-25% of the window, letting in sound and a slight draft especially on the right side of the window. Perhaps the seal needs to also be replaced.

    Basic question, is there an easy way to tighten this or does it sound like someone would need to come out and fix this? I also realise this may be a pretty inane question for some of you experienced people, I did google search this but found most of the answers were solved by tightening the Allen keys which isn't working for my window. There didn't seem to be anything I found about the top of the window leaning back a few milimeters.
