Condensation problem, no vent in room

I have a bad condensation problem with a window in a bedroom in an apartment. There is no vent in the room but there is a vent (trickle vent?) in the window itself but this is now stuck and cannot be opened. Is this something that can be repaired or do I need to get a new window installed?
If so, will a similar type of window do (i.e. with this kind of vent) or do I need to make a hole in the wall to put in a vent? I would prefer not to have to do the latter.
The apartment is about 17 years old.
Thanks in advance for any advice!

Is it a ground floor apartment?

Yes you can definitely get the trickle vent repaired. Also would you be able to replace the window in the apartment? generally the management company own the external finishes windows doors.
