I'd say you'd have to ask the grant organisation, seems like a matter of opinion. I've got a similar problem, not ready to start trading yet but I've been thinking about registering the company and have it dormant, just to keep me motivated, but I'm worried it'd be seen as expanding an existing business when it comes time to start.
