    Are car front fog lights tested in nct and if not working will it be a fail?

    If they are present the are tested and if they don't work its a fail for a visual check if I remember correctly.

    Do you mean actual fog lights or spots/DRLs?

    No, front fogs were never turned on on any car I ever got tested, the rear one is tested. If you have a broken glass on a fog light it will fail on sharp edges.
