Daughter setup last year that €500 per month comes from her regular account into a separate AIB account for savings. Initially set up for the 28th of the month but there wasn't sufficient funds today for the transfer so they imposed a 'fee unpaid' charge of €10. Is this correct? On effectively what amounts to an internal transfer? I understand the charge for AIB to elsewhere but internal? Surely not.

No different than any s/o, set up the same way with iban etc so computer probably doesn't even know it's an internal one.

They have it in their schedule of fees, so they've charged it.

Banks charge bank fees wherever possible and when allowed in T&Cs. Probably wiped out a lot of interest gained as well in the current climate.
