Anyone any idea what's going on with this.At a distance it looked like only marks on wall but at a close glance they are hairline cracks and seem damp. Its on a 5 year old house and wasn't there when painted originally.Any views welcome.

From what I can gather it's Crazing in the plaster and once painted should be ok.Only thing that bothers me is that it usually only happens on new plaster shortly after it has been done.Plaster was left for months and was fine before it was painted originally.
