Can you transit Dublin airport at the moment?

I had a flight booked to return home to Ireland in May after working in the US for an extended period of time. Since the time of booking, the government brought in mandatory hotel quarantine for US arrivals.

I have a second residence in another EU country (not UK) that is not on the red list. I would rather spend 14 days there before returning to Ireland than pay for hotel quarantine.

I would like to change my existing booking to add a connecting flight to this country.

I can’t find any information online about transiting through Dublin.

Does anyone know if this is possible? I want to avoid Dublin completely if I am going to be escorted to MHQ even as a connecting passenger.

    Thank you

in the quarantine legislation, connecting passengers seem to be exempt from hotel quarantine so long as they dont leave the airport.

    http://www.irishstatutebook.ie/eli/2021/act/1/enacted/en/print
    (2) Without prejudice to the generality of paragraph (d) of subsection (1), the Minister may prescribe as exempted travellers under that paragraph—

    (a) persons who perform essential services, including statutory duties or other specified public or other services, or

    (b) persons arriving at a port or airport in the State for the purposes of travelling to another state, and who do not leave the port or airport before so travelling.

Legend. That’s exactly what I’m looking for. I couldn’t find anything on the gov/CitizensInfo/DAA. Thank you very much.
