Large Walk Behind Mower - Sleepy wheel motor

Hi, iv got a SCAG Advantage walk behind mower. One of the hydro wheel motors is very sleepy. Can it be repaired. Or, where would I get a replacement (does it have to be scag, or will other mower motors suit? Or , any other reason why it would be so sleepy? see attached pictures
