Is showing the middle finger or w@nker gesture an offence?

I was driving behind a car which had the petrol flap open today earlier. Further up the road the lane split into three.

I took the leftmost lane to turn left, the car with the open flap went to the rightmost lane to go right and another car arrived in the middle between us (it was a saloon car, Nissan a few years old). There was a woman late 20s or early 30s driving it.

She sounded her horn and gestured to the woman in the car in the right lane to bring her attention to the flap being open (presumably). She waved at her (the lights were red for ages). The woman in the rightmost car rolled down her window and made gestures to the woman in the middle car with her middle finger and waved her fist.

    On came the blues.

At that point it went green so I moved off. I would have loved to have seen what happened.

Could the woman be penalised for making middle finger or gesticulating at the Garda? Public order, breach of the peace? I'm curious if this is an offence.
