Is it possible to get a connection during construction? Before the house is built and wired.

    ??

It is possible to have a connection without a house or meter. It is done for remote pump houses and such. However it is not cheap and you will not be able to use it to power tools etc.

It is,, but you'd have to pour a mass concrete wall to mount it on. Don't know what cost, or cost to move afterwards.
