Gloss paint over emulsion?

A previous occupant overpainted doors and skirting etc with emulsion.
Is a quick rub with sandpaper enough, or will I have to get down to the old gloss?

(magnolia gloss with white emulsion over. I'm sticking with white for the next gloss)

    Has anyone first hand experience?

Safer to sand it back to gloss again.
