Infill site

    Is there a precise definition of an "infill site" over and above: "gap sites within existing areas of established urban form." The owner of the house (who doesn't live there) next to me wants to build a three-storey apartment block taking up 95% of the back garden - in the planning report he got done, the back garden is referred to as an infill site.

    The site on the other side of his house was developed in the back as it was an "infill site" so I think he is chancing his arm, however it would be good if anyone knows the precise definition - technically a garden could be a "gap site"?
