    Taking your words literally, one would think that 48 euro was the penalty for taking it quarterly.

    It's a Council thing. SNPRIVCO2 means Senior Private Clerical Officer on Rate 2, which is €48 per hour.

    €170 is what it costs to tax per year in one payment.
    €48 is what it costs to tax it every 3 months.
