Neighbour sold part of his garden, pp granted, buyer has got builders in who have started work (foundations and upwards) even though it's currently not allowed.
Lot of noise very early in morning, hasn't made any contact with me about working away in a Level 5 pandemic.
There are sometimes 10 of them working away with no masks in sight.
Immediate neighbour won't say anything as he sold it to him and none of the other neighbours are affected.
Mate of mine can't get builders in until they are out of Level 5 so do I report him or not?

Builders are back on April 12th. For the sake of the 7 working days left till then and neighbourly relations I'd leave it.

Left out the fact the builder is starting at 7.30am and making lots of noise.

    That's a fair point.

There's not much you can do.
Builders are allowed work from 7am to 6pm weekdays and 8am to 2pm on Saturdays.

You can complain to the council, but they'll just ask the builder to keep the noise down. Whether he does or not is up to him.

After that, you can make complaints, but who knows if anything will be done.

This is Dublin City, but I presume it's fairly standard: https://www.dublincity.ie/residential/environment/air-quality-monitoring-and-noise-control-unit/making-noise-pollution-complaint

You'd only be postponing the noise by a few days. Backing on to me are two apartment blocks and houses. Took almost 2 & a half years & is just completed now. Personally I think you are better off letting them get on with it rather than dragging out the noise even longer

It's only a bit of noise / inconvenience for a short period of time. I wouldn't waste my time if I were you, I'd find something more productive to do with myself.
