Can an Irish citizen be denied entry to Ireland?

    A completely hypothetical situation.

A broke Irish citizen rocks up to immigration after arriving from a banned COVID country. They have no money to pay for the quarantine hotel.

What would happen? Could they be denied entry to the state?

They can't be denied entry, but they can be detained and brought to a quarantine hotel, and the costs for such can then be recovered later as a simple contract debt.

No, they would simple get one month in prison...
