Derelict/Abandoned House - Planning/Local Needs

I’ve been looking into buying some land with an abandoned farm house in Clare and was just wondering if anyone might be able to give some thoughts on the process re: planning/local need.

The house has been abandoned for years so my understanding is that I would need to apply for planning permission to renovate it. Is this always the case for derelict/abandoned houses?

I am from Dublin but have been living (renting) in Clare for two years now. My hope is to make the home my full time residence. Does anyone know how local needs applies and how long you need to be living in the county?

Sorry, the above probably sounds naïve but I’d really appreciate any advice.

Local needs can vary from county to county, generally I believe that once that local needs applies to new houses rather than renovations. TBH you'd be better to pay a planning consultant for an opinion on it than the advice of people who most likely aren't familiar with the planning requirements of the area
